About the Position: Ridley Park is a borough in Delaware County,Pennsylvania, United States. The population was 7,002 at the 2010census. Ridley Park is the home of The Boeing Company's CH-47Chinook helicopter division. Ridley Park is a small suburbanPhiladelphia community founded by the owners of the PennsylvaniaRailroad as a summer retreat. Responsibilities

  • Performs price and cost analyses on the various elements ofmajor contractor proposals, reviewing in detail the significantdirect and indirect cost elements such as: material and laborfor allow ability, and reasonableness.
  • Forecasts price trends, economic factors and efficiencies inproduction for future accounting periods using analyticaltechniques such as random sampling, cost models, learningcurves, and parametric cost models.
  • Requests, coordinates and integrates into a comprehensivepricing report the various technical evaluations of costelements such as engineering; start-up labor; facilities;subcontractor overhead and profit.
  • Reviews and evaluates contract price proposals for adequacy andcompliance with laws and regulations, and with the CostAccounting Standards (CAS).
  • Evaluates for adequacy, completeness, and soundness of thecontractor?s credit and financial position. Evaluates financialstatements to establish the contractor?s financial capability tosuccessfully perform the contract to completion.
  • Reviews the contractor forward pricing rate, final overheadrate, and cost impact proposals, conducting an in-depthanalytical and judgmental evaluation of the proposal todetermine reasonableness, accuracy, timeliness, andcompleteness.

QUALIFICATIONS: In order to qualify, you must meet the educationand/or experience requirements described below. Time in Grade Requirement: Applicants who have held a GeneralSchedule (GS) position within the last 52 weeks must have 52 weeksof Federal service at the next lower grade or equivalent (GS-11).

Applicants must meet basic eligibility requirements such as minimumqualifications, and other regulatory requirements by the closingdate of the announcement.

BASIC EDUCATION REQUIREMENT (Contracting Series): MUST submit acopy of your transcripts.

A bachelor's degree from an accredited educational institutionauthorized to grant baccalaureate degrees AND at least 24 semesterhours in any combination of the following fields: accounting,business finance, law, contracts, purchasing, economics, industrialmanagement, marketing, quantitative methods, or organization andmanagement. (This requirement can be obtained within the degree orin addition to the degree). NOTE: You MUST submit a copy ofyour transcripts.

NOTE: Current civilian personnel in DoD, who occupied GS-1102positions or contracting positions with authority to award oradminister contracts above the simplified acquisition threshold inan Executive Department on or before September 30, 2000 are exemptfrom meeting this requirement. Current military members who occupieda similar occupational specialty to the GS-1102 on or beforeSeptember 30, 2000 are also exempt from meeting this requirement.
