Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! MCCS is a comprehensive program that supports and enhances the quality of life for Marines, their families, and others in the Marine Corps Community. We offer a team oriented environment comprised of military personnel, civilian employees, contractors and volunteers who keep the organization functioning smoothly and effectively.

Under the general direction of the Director, Marine Corps Community Services (MCCS), position serves as the Director, Marine and Family Programs, MCCS, Marine Corps Base Hawaii, with responsibility for developing comprehensive operating programs designed to support and enrich the lives of active duty and retired military personnel, their families and survivors, encompassing the following programs: Family Care programs to include Child Development Centers, Family Child Care, Exceptional Family Member assistance, and Resource & Referral; Behavioral Health programs to include Family Advocacy, Substance Abuse Counseling, Community Counseling, Suicide Prevention, and New Parent Support Program; Family Readiness programs to include Marine Corps Family Team Building; and, Personal and Professional Development programs to include off-duty education, Libraries, Transition Readiness, Relocation Assistance, Family Member Employment assistance, and Personal Financial Management services. Position develops short and long range plans, recommends program priorities, disseminates higher headquarters guidance, and issues local implementation guidance. Conducts studies and analyzes need for community programs, communicating with parental groups, commanding officers of tenant commands, etc.

Plans, organizes work, and manages internal resources to ensure maximum productivity and economies. Exercises second level personnel management authorities over subordinate supervisors (NF-4 & 5 Branch Managers and subordinate managers) and indirectly over a staff of 150 plus civilian employees and active duty members, organized by the diverse functions noted above. Develops appropriated and non-appropriated fund budget requirements, monitors approved budget plan, and recommends reprogramming actions necessary to achieve organizational and program goals. Develops long range plans in conjunction with other Operating Directors. Supports Marine Corps Equal Opportunity policies, and ensures compliance with fire, safety, and other environment issues. Manages new property resources and provides advice on renovations and construction projects. Maintains and enforces security of funds, supplies, and equipment to preclude or minimize the potential for fraud, waste, and abuse.

Performs other related duties as assigned.

Five years of experience that demonstrates executive management skills involving planning, coordinating, and directing diversified human and family services programs. Incumbent must possess knowledge of appropriated and non-FP appropriated fund personnel and financial management to maintain financially solvent activities. Must possess an ability to analyze trends and initiate improvements to operating programs, the ability to deal with senior level officials, local and national headquarters staffers, civic leaders, and have effective oral and written communication skills. A degree from an accredited university in human services, business administration, education, public health, or related field is desired.
